Monitoring, Evaluation and Reporting (MER)

The Office of the Inspector-General of Emergency Management (the Office) provides independent assurance and advice on Queensland’s disaster management arrangements and conducts monitoring, evaluation, and reporting (MER) activities to enhance accountability and improve outcomes for the community.

The MER program monitors, evaluates and reports on the implementation of recommendations resulting from reviews conducted by the Inspector-General of Emergency Management (IGEM). The program’s evidence-based process was developed in consultation with key disaster management agencies in 2020 and ensures Government commitments are met in a collaborative and cooperative manner.

Once an IGEM report is delivered and recommendations are made, key agencies work together to develop a Queensland Government response to the review report. The Queensland Government response outlines the acceptance of the review’s recommendations, in full or partially.

The Office works collaboratively with lead entities to report on progress and finalise recommendations and activities based on the information and evidence supplied by entities.

The MER program uses an evidence-based approach to clarify the extent to which activities related to recommendations are being delivered. This ensures there is a sound rationale for IGEM’s evaluation and accurate progress reporting.

When assessing the evidence, IGEM considers if it is relevant, contemporary, complete and if it accurately supports the agreed activity in meeting the intent of the recommendation.

The Office uses a five-tiered rating system to evaluate the progress of review recommendations and action plans to ensure implementation is continuing in line with agreed activities and timeframes.

Partially implementedProgress has been made of the agreed activities to address the underlying issues to implementing the recommendation. Further work is required before the recommendation can be considered implemented.
Not implementedNo or minimal progress has been made of the agreed activities to address the underlying issues to implementing the recommendation.
No longer applicableCircumstances have fundamentally changed, making the recommendation no longer applicable.
