The Office of the Inspector-General of Emergency Management (IGEM) has completed three event reports and one summary report in relation to its reviews of the severe weather events that impacted Queensland in early 2025. The reports were provided to the Queensland Government on 14 October 2025.
The review reports have identified enhancements and good practices to inform and ensure continuous improvement of Queensland’s Disaster Management Arrangements.
The reviews examined the preparedness and response to:
- North Queensland Floods (29 January to 28 February 2025)
- Tropical Cyclone Alfred in South-East Queensland (1–16 March 2025)
- Western Queensland Floods (21 March to 19 May 2025).
The Inspector-General thanks the many Queenslanders who contributed their time and insights, including community members, local councils, non-government and not-for-profit organisations, State and Commonwealth agencies.
The Office also acknowledges the support of the Australian Red Cross, the Community Recovery team, and the agencies that helped facilitate community forums in Hervey Bay, Redlands, Quilpie and Cardwell.

The 2025 Significant Weather Events Summary Report draws together findings from the three event reports to provide a consolidated, system‑level view of disaster management performance during the 2025 significant weather events. It identifies common strengths, recurring challenges and cross‑cutting themes, and considers how lessons observed can inform future policy, planning, training and operational practice across Queensland’s disaster management arrangements.
The North and Far North Queensland Tropical Low and Associated Flooding examines the severe weather and flooding impacts experienced across North Queensland in 2025. The report considers the scale and complexity of the event, including prolonged rainfall, riverine and flash flooding, impacts on remote and regional communities, and challenges associated with access, logistics and service continuity.
The Western Queensland Surface Trough and Associated Flooding focuses on widespread flooding and associated impacts across Western Queensland. The report explores the unique challenges presented by vast geographic distances, limited infrastructure, prolonged isolation of communities, and the coordination of response and recovery activities across multiple local government areas.

The Tropical Cyclone Alfred and Associated Severe Weather examines preparedness for, response to and early recovery from Tropical Cyclone Alfred and the associated severe weather. The report considers forecasting and warning arrangements, evacuation and sheltering, protection of critical infrastructure, and interagency coordination before, during and after the cyclone’s impact.
